THE UNIVERSITY OF TENNESSEE
POLICIES ON SAFETY AND HEALTH
SUBJECT: X. CONTRACTORS, VENDORS AND GUESTS OF THE UNIVERSITY
EFFECTIVE: 6/1/94
There shall be a campus safety and health policy and procedure regarding exposures that may arise out of the activities of contractors/vendors and guests of the university.
CONTRACTORS AND VENDORS
The SO shall be advised by the appropriate university contracting department of the anticipated entry on the campus of various contractors/vendors, who may by their presence or activities possibly create an exposure or risk to the safety and health of the university community. Examples include renovation or repair contractors, hazardous waste material vendors, etc. that come onto the campus to perform their services.
Various OSHA standards also require that exposure to certain safety and health risks by the contractor's employees be included in the university's safety policy.
Each campus, location or healthcare facility must develop its plan or procedure to ensure effective communication with these persons as it relates to their safety and health and that of the members of the campus community.
Each campus must ensure that any issue relating to the potentially hazardous activity is appropriately communicated to the SO. It is necessary that the SO has an opportunity and be given time to review the risks that might be associated with the contractors'/vendors' function. This may require a review by the SO of construction plans and services to be rendered by the contractor/vendor.
VISITORS AND GUESTS
Those visitor groups or special guests who may be visiting the campus that might present special or unique safety and health considerations should be reported to the SO as soon as possible for the SO's recommendations and assessment of potential risks to all concerned.
OBSERVED RISKS TO SAFETY AND HEALTH
The SO observing any potential risks or violation of safety and health standards by a contractor/vendor, that places employees, faculty members, students and the public at risk will first call this to the attention of the University's contracting agent, supervising architect or the representative of the contractor/vendor. The SO shall document his/her actions in this regard and report same to the administration. The SO shall then follow-up and determine that such concerns have been resolved.
