Bid Limits
The following bid limits apply to goods and services acquired from outside
vendors.
- Purchases up to $5,000. Bids are not required for purchases up to
$5,000. However, departments are encouraged to make purchases under
University or State contracts or to obtain the best price for the items

- Purchases Over $5,000 and up to $25,000. All purchases over $5,000
and under $25,000 not covered on existing contracts and framework orders
will be made by Purchasing Services based on the solicitation of informal
competitive price quotations from at least three sources unless a non-competitive
(i.e., sole-source, proprietary, or emergency) justification is approved.
Informal bids may be obtained in writing, by facsimile, or by telephone.
Departments may request authority from Purchasing Services to solicit
informal bids within this range in some situations. Any such bids received
by departments must accompany the requisition sent to Purchasing Services.
- Purchases of $25,000 and Higher. All purchases of $25,000 and higher
not covered on existing contracts and framework orders will be made
by Purchasing Services based on the solicitation of written sealed bids
from 15 vendors or the number of vendors on the Qualified Bidders List,
whichever is less, unless a non-competitive (i.e., sole-source, proprietary,
or emergency) justification is approved. A public opening of the bids
received will be held at the time and date specified on the bid solicitation
request.
