As a senior staff member within the Office of the Chancellor I served as the chief Institutional Research officer for the campus. In this capacity I worked with the academic deans (colleges of Medicine, Dentistry, Pharmacy, Nursing, Allied Health, Graduate Health Sciences, Biomedical Engineering, and Social Work) and the academic support directors (Telecommunications and Computer Center, Health Science Library and Biocommunications Center, and Institutional Research) in the areas of institutional research, strategic planning, program evaluation, curriculum design and assessment, student outcomes assessment, and faculty development and faculty evaluation. I also served as a member of the ChancellorŐs staff on the UT system policy committee and the UT system organizational streamlining committee.  I served as coordinator of campus-wide distance education and electronic outreach programs as well as co-chair of the campus Distance Education Council.  I was the campus representative to (a) the system-wide Distance Education Council, (b) the Tennessee Information Infrastructure Planning Committee, (c) the Executive Committee of the Continuing Education Council, and d) the Educational Policy Committee of the Faculty Senate.

 

My specific duties as listed in the position description of the Director for Institutional Research, Assessment and Planning included:

1.     Serve as Liaison to the University-Wide Office of Information Technology;

2.     Ensure the integrity of data and information provided to University decision-makers, governmental agencies, and other external constituencies;

3.     Recommend uniform data definitions and databases related to students, faculty, and staff, academic programs, finances and physical facilities;

4.     Coordinate the development and operation of the campus information enterprise system;

5.     Prepare and submit institutional campus reports that are:

a.     Required by state and federal law:

b.     Requested by non-governmental agencies such as news media, college guide books, national surveys, etc.;

6.     Participate in, and cooperate with, data exchange consortia to which the University belongs;

7.     Participate in campus planning.

The Department of Education consisted of four sections with 10 faculty and over 55 staff positions involved in operating both a curricular program and providing comprehensive instructional support services to the University. The curricular program included courses in a) statistics, b) instructional design, development and evaluation, c) research design, and d) other courses related to techniques of teaching which are of interest to the health care professional. The instructional support services included biomedical media production (television, photography, and cinematography); test scoring and analysis; computer-based education; information processing; facilities scheduling; laboratory management; teleconferencing and videoconferencing services; manuscript editing and word processing services; and consulting services in instructional design, development, and evaluation. In this position I initiated, developed and operated the Instructional Development Awards program. This program annually awarded $100,000 to UT Memphis faculty, on a competitive basis, for innovative projects in instructional improvement and teaching excellence. The purpose of the project was to assess and evaluate the impact of nontraditional educational programs (including distance education via radio) on the farming techniques, personal hygiene and health practices, and the general standard of living of peasant farmers in Columbia.

Department of Defense (N61339-74-D-0082), 1976, $10,000. Study to develop a cross-referenced manual for determining which college courses were equivalent to military training. The purpose of this project was to facilitate the obtaining of college credit for military personnel who had undergone formal military training. Resulted in the book Directory of Institutional Credit-By- Examination Programs. Directory made available to military counselors worldwide.

 

Department of Defense (DOD 1322.8 - H), 1977, $10,000. Study to develop a cross-referenced manual for determining qualifications of civilian occupations matching military training. The purpose of this project was to facilitate the licensing of an individual in an area in which they had received advanced training in the military once they returned to civilian life. Resulted in the book Directory of Selected Licensable Occupations. Directory made available to military counselors worldwide.

 

Hi - Net, Incorporated, 1986, $60,000. Grant of 4 satellite receive-only earth stations to establish the University of Tennessee Health Science CenterŐs distance-learning capability.

 

Apple, Incorporated, 1986, $200,000. Grant to implement a faculty development program at the University of Tennessee Health Science Center for the purpose of integrating Macintosh microcomputer technology into health sciences curriculum. Resulted in the provision of a microcomputer laboratory for university, the provision of microcomputers for, and the in-depth training of, the faculty of the Department of Pediatrics and the College of Allied Health Sciences in the areas of instructional design and Macintosh applications.
